The animal feed agreement regulates the use of feed between the feed and milk industries for milk production under the milk quality programme. The scope of this agreement covers compound and straight foods delivered to dairy farms producing milk in accordance with the provisions of the QM system. Signatories include THE milk of QM, the German Farmers` Association, the German Federation of Dairy Farmers, the German Federation of Ruffled Irons, the quality and safety of the QS, the German animal feed association and GMP International. An updated animal feed contract (signed on 10 October 2019) will come into force on 1 January 2020. The update of the feed agreement focuses on the expiry of the commissioning certificate. As of January 1, 2020, the recommissioning certificate is no longer valid and its use is no longer permitted. From that date, all companies in the animal feed sector (manufacturers and distributors, private label companies) that supply milk under the QM milk system will have to be certified according to a certified quality system (QS or standards recognized by the SAQ, GMP international). On this basis, these companies in the animal feed sector (see 1: Information for companies in the animal feed sector) must register for the delivery authorization of Qm milk by accepting the terms of the animal feed agreement. The feed agreement contains provisions for residue monitoring (aflatoxin B1, dioxin-type PCB, non-dioxin PCB) and the information and alert system. On 1 January 2020, an updated agreement on the use of feed in dairy production (the so-called feed agreement) comes into force. It will replace the old feed agreement from 2015.

This means the expiry of the 1 certificate, which expires from January 1, 2020. As a result, all companies in the feed sector must subscribe to certified quality systems (QS or SAQ, GMP-internationally recognized standards) in order to be able to supply feed to producers operating under the milk quality system. It provides the legal framework for the consumption of electricity under the feed-in tariff („FiT”) and the related aspects of the operation of the new electricity market. The regulation provides that producers of right feed with an annual production of forage of less than 1,000 tonnes of dry matter can apply for SQ certification under the smallholder system (see SQ guidelines: SQ inspection for smallholders).
